Directs and manages the department, leading a talented group of individuals with specific human resources responsibilities. The role encompasses delivery of human resources functions, including organizational leadership and development, talent recruitment and retention, workforce planning, performance management, employee recognition, total rewards, employment and labor law compliance, labor negotiation support and counsel, payroll, risk and safety management, security operations, human resources technology, and human resources metrics. Ensures the department continually assesses the impact and success of all HR programs, practices and infrastructure and makes course corrections as appropriate. Develops HR team members to promote their professional growth. Maintains keen awareness of the importance of the department reputation as a safe place for employees to air concerns, find answers and help, and be viewed as the hub for organizational culture. Exhibits all the leadership characteristics of a progressive, cutting edge department. (30%)

Participates as a member of the Executive Management Team functioning as a strategic business advisor and subject matter expert. Takes part in strategic planning and works closely with the City's elected leadership in setting and carrying out the City's vision, mission, values, and goals. Exhibits business acumen in areas unrelated to human resources in order to actively participate with the management team in propelling the City towards its vision. (20%)

Provides expert advice and guidance to all levels of management and employees on all things human resources. Achieves and maintains laser focus on customer service to all external and internal employees, applicants, and other customers. Maintains a high standard of trust for the strict confidentiality of employee information. (20%)

Builds and maintains cooperative working relationships with external agencies, proudly represents the City in the community, and serves on various committees and commissions. (10%)

Administers, directs, and participates in preparation and development of the department operating and capital projects budget. Presents the annual operating budget for approval by Mayor and Council. Provides oversight and direction to various contracts. (10%)

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. (10%)
